HUD 9902 Client Data Entry Cheat Sheet

 

Intake Requirements

Required Information

  1. Basic Demographics
    1. At least one household member receiving counseling/workshop must have complete basic information
    2. All demographic information must be verified for accuracy
  2. Household Information
    1. Complete address, city, and zip code required
    2. For relocations: Add new address with move-out date of previous address and move-in date of new address
  3. Income Documentation
    1. Income snapshot must be completed
    2. Qualifying income must be selected at enrollment
  4. Mortgage Financing Form
    1. Mandatory for Foreclosure Counseling
    2. Recommended for intensive First-Time Home Buyer counseling

Optional Information

  1. Credit Scores
    1. Add if agency performs credit checks
    2. If not available, reason must be selected on enrollment screen
  2. Additional Documentation
    1. Budgets
    2. Action plans
    3. Assets and liabilities analysis
    4. Can be stored in empowOR for record-keeping

Enrollment Process

  • Complete enrollment form with HUD-specific questions
  • End date required
  • Income Snapshot mandatory on enrollment form
  • Questions default to "no" if unanswered

Counseling Services Documentation

  1. Session Requirements
    1. Create counseling form with "Purpose of Visit"
    2. Complete SESSION Information on second tab
    3. Select HUD Comprehensive fund allotment (even for $0 charges)
    4. Add relevant outcomes (minimum: completed sustainable budget)
  2. Workshop Attendance
    1. Minimum 1 day attendance required
    2. Must check "Workshop Complete (count for 9902)"
    3. No outcomes expected for workshop-only clients

Important Notes

  • 9902 counts are not unduplicated
  • Multiple services to same household counted separately
  • Other services (rent payments, etc.) reported to other funders, not HUD

Common Export Errors

  1. Address Issues
    1. Missing zip codes
    2. Incomplete phone numbers
  2. Data Completeness
    1. Missing participant basic info
    2. Incorrect NOFA connections
    3. Missing HUD counselor associations
    4. Incomplete counselor information
