Manual & Presumptive Eligibility Referrals

 

Referrals can be recorded manually or through presumptive eligibility within the Service Delivery General (SD General) Form or Nonprogram Service Forms, under the Referrals Tab.

Manual Referrals

  1. Access the Referrals Tab:
    • Go to the SD General Form or Nonprogram Services (if applicable).
    • In the Referrals Tab, staff can record multiple referrals and choose whether to send an internal or external email.
  2. Internal Staff Information:
    • The system displays Division/Department (highlighted in yellow) and Staff Position (underlined in red).
    • These details must be set up in Managed Lists and linked to staff in their Basic Information Page.
  3. Sending Referral Emails:
    • Click the email icon to send a referral email (internal or external).
    • Attach relevant documents (must have a document description type under “Referred To” in Managed Lists).
    • Click Send Email and Close to complete the process.

Presumptive Eligibility Referrals

  • Generated when staff use the Check Eligibility button to determine program eligibility.
  • Referrals occur when selecting the email icon on the Presumptive Eligibility List.
  • If using Referral Case Notes, add them under Case Notes.
  • These referrals, along with manual referrals, appear in the Referral Dashboard.

Referral Email Handling

  • Internal Staff:
    • Clicking the URL in a referral email updates the status to "Referral Viewed" if signed in.
    • If not signed in, the link will first prompt login.
  • External Organization Staff:
    • Clicking the URL prompts sign-in to empowOR (first-time users must reset their password).
    • External staff can only view and update referrals assigned to them but cannot access other system information.
