CSBG Outcome Mapping

SUMMARY: 

The ability to map agency-specific outcomes to CSBG Outcomes in empowOR reduces data entry efforts and ensures compliance with funding and reporting requirements. Agencies may map their outcomes to CSBG Outcomes, including Z Outcomes, which allow for reporting beyond standard outcomes. States may define Z Outcomes in partnership with empowOR.

Process Overview:

  1. Ensure Outcomes Are Entered – Add agency-specific outcomes in the Outcomes “Library of Possibilities” under Admin ➤ Program Info.
    • Click Add New Outcome
    • When you’re finished, click Save and Close.
    • NOTE: The Outcome(s) will need to be attached to a Program to be utilized.
  2. Map Outcomes – Navigate to Admin ➤ Manage Plugin Mappings ➤ CSBG Outcome Mappings.
    • If a state has predefined Z Outcomes, click SYNC GROUP MAPPINGS to apply them.
      1. NOTE: If outcomes are mapped to any Z Outcomes prior to using SYNC GROUP MAPPINGS, it will overwrite existing mappings with the state-defined outcomes and erase agency-mapped outcomes previously applied. This cannot be undone at the agency level.
    • For other agencies, manually select outcomes and map them to CSBG Outcomes.
      1. First, make a selection for the Family or Community NPIs field. Second, choose the Domain to edit.
      2. Once the Domain is chosen, select the CSBG Outcome to map agency outcomes. 
      3. Once the CSBG Outcome is selected, click START MAPPING. On the left side of the page, all unmapped outcomes entered in the Outcomes “Library of Possibilities” which are not already mapped to CSBG Outcomes will be listed. 
      4. NOTE: If you have an agency outcome but do not see it in the list of empowOR Outcomes, it is already mapped to another CSBG Outcome and cannot be mapped to a second one.
  3. Viewing and Downloading Mappings– To view and export completed mappings, click DOWNLOAD ALL MAPPINGS.
  4. Editing and Managing Mappings – Outcomes can be adjusted, removed, or reassigned through the Outcome Mapping page.
  5. Adding to the Community Action Plan (CAP) – Mapped outcomes must be included in the CAP under CSBG Reporting ➤ Community Action Plan.
  6. Reporting in CSBG Module 4 – Ensure mappings are completed before generating reports to prevent missing data. Mapped Z Outcomes are summarized at the top of the CSBG Export Request Details page.

Key Considerations:

  • Community NPIs cannot be mapped to Individual/Family outcomes.
  • Outcome descriptions for Z Outcomes display all mapped agency outcomes, whereas standard CSBG Outcomes only show the CSBG description.
  • CSBG Reporter deduplicates outcomes to prevent double counting.
